You're Not Welcome in the BLM Kingdom
The BLM as of 2007 has new requirements for use of BLM land. No matter if you are out with friends for a day of Jeepn', Geocaching, Hiking or having a family picnic on BLM land you now need a "Group Permit". These "new" rules are broadly written and subject to the interpretation of each BLM office.
